Our three (3) youth officers are elected by designated council youth representatives from each of Section E17’s eleven (11) lodges during the annual Section Business Meeting at Conclave. These elected officers hold these roles until the next Section Business Meeting at the next Conclave.

Vigil Honor
Victor Padilla served as Lodge Chief of Yokahu Lodge and was recently elected Section Chief of Section E17 in the Order of the Arrow. Passionate about leadership and service, he is committed to strengthening brotherhood, promoting cheerful service, and inspiring Arrowmen across the section. Beyond Scouting, Victor enjoys playing tennis, is pursuing a degree in Political Science, and is actively involved in his fraternity as well as in his university’s political association, combining his academic interests with hands-on leadership and community engagement.

Daniel S.
Brotherhood
Daniel is a Brotherhood Member and Eagle Scout from Lenape Lodge, where he also serves as Lodge Chief. For Lenape Lodge, he has previously served as Vice Chief of Administration, Lodge Treasurer, and various committee chair roles, including contingent leader to NOAC 2024. He also serves as a Web Team Member for the National Communication Committee for the Order of the Arrow, helping to update and upgrade the national OA website.
Outside of Scouting, for his school, Daniel also swims competitively, is the Stars and Stripes Club President, is his school’s Social Media Coordinator, and serves as the National Honor Society Vice President. He also enjoys lengthy phone calls and watching netflix in his free time. For his future beyond Scouting, Daniel plans on going to college for neuroscience and eventually pursue a career in medicine.

Todd Columbia
Todd is an Eagle Scout, Vigil Honor member, Founders Award honoree, Silver Beaver recipient, James E. West fellow , NOESA recipient, Wood Badge Course Director and a past Lodge Adviser for Na Tsi Hi. A very active Scouter, Todd has attended multiple OA Conclaves, NOACs, NEXT, PRISM, NLS, DYLC, and NLATS.
As a member of Patriots’ Path Council, he is the Sea Scout Ship 1510 Committee Chair, a Council Executive Board Member, and the CST13 Alumni Lead. Todd is a current member of Woapalanne Lodge.
When not supporting the Scouting program, Todd is the Chief Operating Officer for Delta Millennium Inc, a consumer services company, where he has been for the last 25 years.

Associate Section Adviser
Donald Stephens
Donnie is an Eagle Scout, Vigil Honor member, and Founder’s Award recipient from Lowwapaneu Lodge 191. Donnie serves as an associate section adviser of Section E17, and also serves as the Lowwapaneu 2021 Conclave Adviser. Donnie has also served as a lodge officer, a section officer, and served the Order of the Arrow as the 2015 National Vice Chief. Donnie received the National Order of the Arrow Distinguished Service Award in 2018, and is also a James E. West fellow. Professionally, Donnie is a financial analyst at Bank of America.

Associate Section Adviser
Craig Cless
Craig is an Eagle Scout and long time Scouter starting in south central PA in Keystone Area Council as a youth and then as an adult in the Detroit Area Council as an Assistant Scoutmaster to his time in Cradle of Liberty Council as a Cubmaster and now Assistant Scoutmaster.
Preceding his current assignment, Craig served a 4-year term as Lodge Adviser of Unami Lodge, One. He is a Vigil Honor member, a Founder’s Award, and Don Fortunato Award recipient along with being a James E. West Fellow. In his youth, Craig served on the Ceremonial and Dance teams within the Susquehannock Lodge (XI). Craig attended 4 NOACS (2015, 2018, 2022, 2024), NCOC in 2021 as Lodge Adviser, staffed several Conclaves (2015, 2018) and staffed Operation Arrow at the 2017 National Jamboree. Craig has served on Council (Camping, Activities) and District Committees and continues to serve his council.
Professionally, Craig is Director of Engineering with AMETEK PDS, an Aerospace Systems/Component supplier within the Business Jet industry, in Harleysville, PA.

Dave Srebro
Dave is a Vigil Honor member and Founder’s Award recipient from Lowwapaneu Lodge 191 of the Northeastern Pennsylvania Council where he currently serves NEPA as their Program, Camping & Activities Director.

Section Communications Adviser
Carson Lee
Carson Lee is an Eagle Scout, Vigil Honor member, and Founder’s Award recipient from Japeechen Lodge. He is also a Distinguished Service Award recipient at the upcoming 2024 National Order of the Arrow Conference. Besides serving as the Communications Adviser, Carson is an Assistant Course Director for NYLT, STEM Committee member, and website designer for the Jersey Shore Council.
Carson also has a passion for diversity, equity, and inclusion and currently serves on the Admonition Team and served on the inaugural Admonition Team staff for NOAC 2022 and DEI staff for the 2023 National Jamboree. He also actively serves on the Admonition Team.
Outside of Scouting, Carson is a freelance software engineer. He enjoys spending time outdoors with friends, walking his dog, and going to Broadway shows.
