Our three (3) youth officers are elected by designated council youth representatives from each of Section E17’s eleven (11) lodges during the annual Section Business Meeting at Conclave. These elected officers hold these roles until the next Section Business Meeting at the next Conclave.

Benjamin L.
Brotherhood Honor
Benjamin L. is an Eagle Scout and Founder’s Award Recipient from Lenapehoking Lodge. He is a former Lodge Chief and CVC of Special Events. Besides serving as the Secretary, he is on the National Leadership Seminar Staff and serves on the Eastern Region Committee.
Benjamin also has a passion for graphic design and currently serves as the Publications Lead for the OA’s Annual Report and National Officer Report. He has also previously served as the Brand & Design Lead, overseeing the entire brand overhaul for the Order of the Arrow in 2025.
Outside of Scouting, Ben is pursuing a career in Government & Public Policy. He is a former congressional intern, and is passionate about transportation policy, and urban development. He enjoys hiking with friends, traveling to new places, and trying new coffee shops.

Todd Columbia
Todd is an Eagle Scout, Vigil Honor member, Founders Award honoree, Silver Beaver recipient, James E. West fellow, NOESA recipient, Wood Badge Course Director and a past Lodge Adviser for Na Tsi Hi. A very active Scouter, Todd has attended multiple OA Conclaves, NOACs, NEXT, PRISM, NLS, DYLC, and NLATS. Todd has served as a Project Coach for the 2026 E17 Section Induction Experience and along with Donnie, supported the National Induction Experience at Mt. Allamuchy in 2026.
As a member of Patriots’ Path Council, he is a member of Sea Scout Ship 1510, the Council Advancement Committee, Council Executive Board Member, and the Council Service Territory 13 Leadership Lab Director for 2027. Todd is an active member of Woapalanne Lodge.
When not supporting the Scouting program, Todd is the Chief Executive Officer for Delta Millennium Inc, a consumer services company, where he has been for the last 25 years.

Dave is a Vigil Honor member and Founder’s Award recipient from Lowwapaneu Lodge 191 of the Northeastern Pennsylvania Council where he currently serves NEPA as their Program, Camping & Activities Director.

Associate Section Adviser
Shannon Pullaro
Shannon (AKA Mrs. P) is a Vigil member, former Co-Advisor for Unit Elections, and past Advisor for the annual Winter Carnival of Na Tsi Hi Lodge. She served as Advisor to the 2026 CVC for Special Events. Shannon is a Silver Beaver Recipient, the Monmouth Council Training Chair, and an NYLT Advisor.
As an active Scouter in Monmouth Council, she mentors youth both as Advisor for Crew 501 and as both Assistant Scoutmaster and Eagle Coordinator for Troop 501. Shannon has two Eagle Scout sons. In giving back, she serves on Eagle Boards for Monmouth Council’s Middlesex District. She has also previously volunteered on Wood Badge, IOLS and other courses, as well as Den Leader, on District Committees and as both Cub Roundtable and Unit Commissioner.
Outside of Scouting, Shannon is an Associate Professor, teaching business management and economics at Middlesex College in Edison, NJ. She also loves to sing.

Carson Lee is an Eagle Scout, Vigil Honor member, Founders’ Award honoree, and Distinguished Service Award recipient from Japeechen Lodge. Previously serving as the Section Communications Adviser, Carson is also an Assistant Course Director for NYLT, STEM Committee member, and the Mental Health First Aid Training Course Director for the Jersey Shore Council.
Carson has a passion for diversity, equity, and inclusion and currently serves on the Admonition Team and served on the inaugural DEI staff teams for NOAC 2022 and the 2023 National Jamboree. He is also perusing a certification as a Mental Health First Aid Trainer to serve the Scouting community in the local coucils.
Outside of Scouting, Carson is a software engineer. He enjoys spending time outdoors with friends, walking his dog, and going to Broadway shows.
Associate Section Adviser
Craig Cless
Craig is a seasoned Scouter starting in south central PA in Keystone Area Council as a youth and then as an adult in the Detroit Area Council as an Assistant Scoutmaster to his time in Cradle of Liberty Council as a Cubmaster and now Assistant Scoutmaster.
Preceding his current assignment, Craig served a 4-year term as Lodge Adviser of Unami Lodge, One. He is an Eagle Scout (1986), Vigil Honor member, Founder’s Award, and Don Fortunato Award recipient along with being a James E. West Fellow and Silver Beaver award in 2025. He completed Wood Badge as a Fox on course N5-525-12 within the Cradle of Liberty Council and staffed course 13-525-2026 with the council as well. In his youth, Craig served on the Ceremonial and Dance teams within the Susquehannock Lodge (XI). Craig attended 4 NOACS (2015, 2018, 2022, 2024), NCOC in 2021 as Lodge Adviser, Philmont 12-day treks in 2019 and 2026, staffed several Conclaves (2015, 2018, 2024, 2025) along with Operation Arrow at the 2017 National Jamboree. Craig has served on Council (Camping, Activities) and District Committees and continues to serve his council.
Professionally, Craig is Senior Engineering Manager with Videoray, an AeroVironment company, that develops and manufactures underwater drones in Pottstown, PA.

Rich is an Eagle Scout, Wood Badge Fox, Vigil Honor member, and Founder’s Award recipient of Japeechen Lodge. Throughout his Scouting career, he has demonstrated exceptional leadership and service, including serving as the inaugural Vice Chief of Section E17 for two consecutive terms from 2022 to 2024. He also previously served as Lodge Chief of Japeechen Lodge.
At the national level, Rich serves as a committee lead on the National Training Committee of the Order of the Arrow, where he applies his passion for education, leadership development, and training. He is the creator and project lead of the Section Leadership Seminar (SLS), the reimagined national section training program formerly known as A.C.T. In this role, he leads a team responsible for the program’s development, revision, and nationwide implementation, providing section officers and advisers with a modernized training experience that will be utilized by sections across the country.
Outside of Scouting, Rich is pursuing graduate studies at Rowan University, where he is working toward a degree in Higher Education Administration and working within their office of student life. In his free time, he enjoys spending time with family and friends, traveling, and watching a good movie.

Donald Stephens

Donnie is an Eagle Scout, Vigil Honor member, and Founder’s Award recipient from Lowwapaneu Lodge 191. Donnie served as an associate section adviser of Section E17 from 2020-2026, and also served as the Lowwapaneu 2021 Conclave Adviser. Donnie has also served as a lodge officer, a section officer, and served the Order of the Arrow as the 2015 National Vice Chief. Donnie received the National Order of the Arrow Distinguished Service Award in 2018, and is also a James E. West fellow. Professionally, Donnie is a financial analyst at Bank of America.
Merchandise & Finance Adviser
Matthew Motichka
Matt is an Eagle Scout, Vigil Honor member, James E. West fellow, and Founder’s Award recipient from Lowwapaneu Lodge. After serving three terms as the Conclave Vice Chief of Merchandise and two terms as the Conclave Merchandise Adviser, Matt is excited to be expanding his role in E17 as the year-round Merchandise Adviser.
Aside from his section-level involvement, Matt served as the 2022 Lowwapaneu Lodge Chief and worked on the camp staff at Goose Pond Scout Reservation from 2018-2024. In addition, Matt currently serves on the NEPA NESA chapter’s fundraising committee for the Brian H. Swatt Memorial Eagle Scout Scholarship.
Outside of Scouting, Matt recently graduated from Colgate University with a degree in Economics and is beginning his career as a Global Infrastructure Credit analyst at Bank of America. He also ensures that Donnie is well caffeinated for when we need him!
